A Court in the Nikolaev Region Stripped the Russian Language of Its “Regional” Status

The Nikolaev district administrative court nullified the decision of the local regional council to provide the Russian language with regional status. This was reported by the press service of the prosecutor’s office of the Nikolaev region.

In July, 2012 the regional council agreed on the decree “On the implementation of the requirements of the Law of Ukraine ‘On the fundamentals of the state language policy'”. This innovation recognised that the Russian language acts as a regional language on the territory of the region alongside the State Ukrainian language.

At the same time, the Constitutional Court in February, 2018 recognised the law “On the Fundamentals of the State Language Policy” as unconstitutional.

The prosecutor’s office specified that the regional council didn’t independently take measures to bring the decision into accord with the current legislation, that’s why the first deputy prosecutor of the region appealed to the court.

The court satisfied the claim of the prosecutor’s office and nullified the decision.

The law “On the Fundamentals of the State Language Policy” authored by the deputies from the Party of Regions Sergey Kivalov and Vadim Kolesnichenko was adopted by the Rada in July, 2012. It provided the possibility of official bilingualism in regions where the number of ethnic minorities exceeds 10%.
