EU: Ukraine Has Not Spent All the Funds We Allocated To It, But Instead Asks For More Money

The head of the European Union office in Ukraine, Hugh Mingarelli, according to Ukrainian media, said that the €8 billion in aid that the EU allocated has not been used by Ukraine.

He said this at the “EU: Future Simple or Future Indefinite” conference organised by the European Business Association.

“The EU allocates significant sums to Ukraine to support reforms, but this money is not always used as best as possible. You need to understand the fact that most of these funds that are allocated are not used at all for a number of reasons,” he said.

According to him, the main reason is the lack of quality institutional capacity, and in order to speed up the process it is necessary to “put pressure” on the local authorities.

“We considered that the €8 billion that was provided by the EU was now not used … Before asking for additional money, first spend what is available,” he added.

The EU Delegation in Ukraine clarified that this figure was expressed by another conference participant.
