The coordinator of the Rostov branch of “Open Russia” Vladislav Postnikov went to study in the US. The American tour citizen actively covers this on his Facebook page.

On November 2nd 2019, Vladislav published information about a transatlantic flight from Frankfurt am Main to Chicago. The opposition accompanied his post with the words:
“For the third time this year I am flying to the Western Hemisphere”.
It should be noted that the post about the flight caused a strong reaction from Postnikov’s colleagues in the fight against the regime.
There were about two hundred comments under it. The discussion began with Elena Paris from the group “Ekaterinburg for Freedom”, which is still only asking for money from the US State Department, asking Postnikov a direct question about how he got the money for the tour.

In response, Vladislav Postnikov said that the purpose of the visit is training under the “Open World” program, and the leader of “Open Russia” Khodorkovsky has no relation to the financing of the trip. However, questions remained with the supporters of Vladislav, because throughout the discussion Postnikov continued to keep quiet about the most important thing.
Namely, who gave him protection to participate in the “Open World” program?

On the website of the US Embassy in the Russian Federation, professional exchange programs are divided into two types: those for which citizens of the Russian Federation submit applications themselves, and those for which citizens of the Russian Federation are offered by employees of the US Embassy. The “Open World” program there is classified in the second category.
Thus, the protection of the head of “Open Russia” in the Sverdlovsk region is provided directly by the US Embassy in Russia.

After going to the official website of “Open World”, on the main page you can see a slide show dedicated to the victim countries of the program: Serbia, Georgia, Ukraine, Tajikistan, Azerbaijan. The geography speaks for itself!
Indeed, on the official page of the “Open World” program it says:
“The Open World Leadership Center administers the Open World program, one of the most effective U.S. exchange programs for countries of the post-Soviet era. The program has enabled more than 29,000 current and future leaders from Azerbaijan, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Russia, Ukraine, Tajikistan, and Turkmenistan to meaningfully engage and interact with Members of Congress, Congressional staff, and thousands of other Americans, many of whom are the delegates’ direct professional counterparts.”
The mission of the program openly and clearly indicates its organiser and essence:
“The mission of the Open World Leadership Center, an arm of the U.S. Congress, is to introduce rising leaders of emerging countries to the importance of legislative functions in creating and sustaining democracies. This is done through the introduction of young foreign leaders to the American democratic governing systems and free market operations at every level: federal, state, and local. The Center also maintains a continuing relationship with the network of leaders it has enlisted, especially with those from countries crucial to American national security interests.”
Thus the “Open World” program:
- Was established by one of the three highest federal state authorities in the United States;
- Works in countries targeted by NATO expansion;
- Creates a fifth column in target countries, trains it, and then maintains communication with it.
American tour of Postnikov
Meanwhile, Vladislav Postnikov has a really busy and costly tour that starts with Chicago, and includes visits to museums, restaurants, sports matches, landmark places, universities, and government agencies.
After staying for a week in Chicago, and receiving instructions from the mafia, Vladislav Postnikov left for Washington in order to receive instructions from the State Department. Vladislav also covered his trip to the US capital in detail on FaceBook.
