Miners of the “Lomovatka” mine, who were blocked underground because of a night attack on Bryanka by the Kiev Armed Forces came to the surface by themselves. This was reported to “Luginfo” by the press-service of the Ministry of Emergency Situations of the LPR.

“At the moment the miners of the “Lomovatka” mine by themselves came to the surface by foot. They are in no danger, there is no smoke,” it was reported in the rescue department.

“At the moment they have not yet reached the surface [at the time of translating this was still correct – ed],” said the Ministry of Emergency Situations.

Earlier, the acting first Deputy Chairman of the Council of Ministers LPR, the Minister of Emergency Situations of the Republic Sergey Ivanushkin reported that about 41 miners were lifted out of the “Vergelevskaya” mine.

In the night of the 11th to the 12th November the Kiev Armed Forces opened fire from artillery at Bryanka and the surrounding area. An elderly man fell victim to the attack, another Bryanka resident was wounded; an electrical substation and a gas pipeline in the residential area of Krasnopoliye were damaged.

Resident of Bryanka addresses OSCE representative: “Tell us, explain to people, who did it?! Who are you for us? Helpers, defenders, or killers?!”

Woman in yellow coat: “The shells were flying all night. At 2am I got up to feed a child, my granddaughter is 2 years old. And at this moment the shell arrived. There was a huge crash. We jumped, I grabbed her, and gave her to my husband in the basement. We hid ourselves there and sat. The child now doesn’t speak anymore. She was terribly frightened by it. It is the first shell on this settlement, but generally they shell all day. The child always asks “are they shelling?” I tell her “no, it’s thunder.” Probably it”s not us who shell ourselves, probably it is the Ukrainian Army who shell us – us, who are occupied by them.”

Male residents in hats: “Why do they shell on us? Here there is no military installations, only pensioners, adults, little children. They don’t want us to be free people. We want to speak the Russian language. They don’t need to fulfill the Minsk agreements. The reason why they do it – they have orders from behind the hill. War is profitable for them.”

LPR spokesperson Andrey Marochko: “The most significant thing is that in this region there was never units of the people’s militia. Here are only peaceful citizens, peaceful houses. In the house in front of me there are children, and a 2-year-old child.”

According to the Ministry of Emergency Situations of the LPR, “as a result of a direct hit by two artillery projectiles of 152 mm caliber on the territory of the “Krasnopoliye” substation, the fire and splinters damaged two transformers and the following settlements are disconnected from the power supply: Chernukhino, Zorinsk, Krasnopoliye, Komissarovka, Elenovka, Annenka Vergulevka, Lomovatka, Bairachky, Centre, Sofeevka, Molodyozhny, Chervony Prapor, Mius, Kruglyk, Chernuhinska poultry – a total of 21,061 users.”

Because of the shelling, more than 40 miners were trapped underground in the de-energised mines of “Vergelevskaya”, “Lomovatka” and “Nikanor- Novaya” were de-energized.

The mayor of Bryanka Nikolay Morgunov stated that the Kiev armed forces deliberately fired at the substation to de-energize localities and enterprises. He noted that the authorities plan to restore the electricity supply by the early afternoon.

In total for the past few days, the Kiev Armed Forces fired at positions of the LPR militia 16 times, using artillery guns of 152 mm caliber, which were supposed to be withdrawn from the line of contact in accordance with the Minsk agreements. In total by the UAF, over 220 artillery shells and mortar shells of various calibers were fired.

As a reminder, the participants of the Contact group on settling the situation in Donbass, after a meeting in Minsk on the 26th August, announced the need to establish from September 1st an “indefinite ceasefire” in the region. This agreement already became the ninth agreement on maintaining a “regime of silence” since the autumn of 2014. Due to the fact that after September 1st the Kiev Armed Forces, as before, repeatedly violated the terms of the truce, including opening fire from mortars and tank weapons, which were banned in accordance with the Minsk agreements, the LPR and DPR spoke about the need to introduce from September 15th a strict cease-fire. Kiev promised to abide by it, but the people’s militia records almost daily cases of ceasefire violation by the Ukrainian side.

The participants of the Contact group on settling the situation in Donbass on the February 12th, 2015, signed in Minsk an agreement with the heads of the participant-countries of the “Normandy Format” (Russia, Germany, France, and Ukraine) a complex of measures for the implementation of the Minsk agreements. The UN Security Council on 17th February, 2015, approved the package of measures with resolution No. 2202 – attachment No. 1 to this resolution respectively. Also the UN Security Council called on all parties to ensure the full implementation of the package of measures.

The document provides a ceasefire, the withdrawal of heavy weapons from the contact line, the beginning of dialogue to restore socio-economic relations between Kiev and Donbass, as well as the reform of the Constitution of Ukraine with the aim of decentralization and consolidation of “special status of the individual regions of Donetsk and Lugansk“.
