On the 7th of November, two weeks prior to the provocation in the Kerch Strait, the Cabinet of Ministers of Ukraine adopted resolution No. 934 “On the procedure of carrying out the obligatory evacuation of separate categories of the population in the event of the introduction of a legal regime of martial law”, in which the government defined the procedure of carrying out the evacuation of separate categories of citizens in the event that a legal regime of martial law is introduced.
