Kiev Suddenly Made Changes to the Martial Law Legislation Two Weeks Before the Kerch Strait Provocation

On the 7th of November, two weeks prior to the provocation in the Kerch Strait, the Cabinet of Ministers of Ukraine adopted resolution No. 934 “On the procedure of carrying out the obligatory evacuation of separate categories of the population in the event of the introduction of a legal regime of martial law”, in which the government defined the procedure of carrying out the evacuation of separate categories of citizens in the event that a legal regime of martial law is introduced. The document was published on the website of the Ukrainian government.

The resolution refers to the evacuation of specific categories of the population from areas that are close to zones where combat is taking place. In particular, the document stipulates the tasks and functions of the military command, ministries, other central executive authorities, state agencies, and temporary evacuation bodies for the implementation of measures of a legal regime of martial law. In addition, the regulation prescribes the procedure of transporting a specific category of the population by special or additionally equipped road or rail transport.

The document also specifies the mechanism for the evacuation of convicts, detainees, suspects, and accused persons on who a measure of restraint was imposed.
