Earlier in Kiev it was suggested to allow Russians into Ukraine only according to biometric passports, however it was immediately recognized that Ukrainian border guards have no technical capabilities to work with such documents. The Foreign Minister of Ukraine Pavel Klimkin also recognized recently that the introduction of visas with the Russian Federation will create considerable problems for Ukraine.
