The Rada Adopted Chargeable Medicine for Ukrainians

The Verkhovna Rada adopted medical reform. Parliament voted for the bill at the second reading and in general “On state financial guarantees of providing medical services and medicines” (No. 6327), which legalizes paid medical services.

The medical reform was voted ‘for’ by 240 Deputies. The Prime Minister Vladimir Groisman arrived in the sessional hall to vote. In total 893 amendments to the document have been considered.

Right after voting on bill 6327 the speaker Andrey Parubiy put to the vote bill No. 6604 on change to the budgetary code concerning providing state guarantees of medical services, the document which in fact starts medical reform. However people’s deputies have given only 180 votes for him pro, thus the document hasn’t been accepted.

The basis of the bill on medical reform was adopted on June 8th. However, it was succeeded to vote for the document only at the fourth attempt.

The main essence of the document is the actual cancellation of guarantees of rendering free medical care. In Article 49 of the Constitution of Ukraine it is said that everyone has the right to health protection, medical care, and medical insurance. Now this norm can be thrown into the trash.

During the discussion in the hall, the head of the committee of Verkhovna Rada concerning health care Olga Bogomolets said that the bill introduces a co-payment for medical services for Ukrainians and also will lead to the closing of hundreds of hospitals. She called the reform “anti-people”.

Proceeding from the concept of reform, only primary medical and emergency and palliative care will be paid for from the state budget (the so-called guaranteed package of medical services).

Specialized and highly specialized medical care, i.e. the most expensive, for patients will be a paid service.

Only emergency childbirth will be free. It is necessary to pay for planned childbirth in the general order.

Medical institutions will be divided into three branches. Instead of the policlinics known to all there will be family out-patient clinics (they were already created in the last five years in a number of regions as an experiment). This is the first branch.

The second branch is narrow-profile medical care. Ultrasonography, MRI, different laboratory research, and hospitals also belong here.

The third branch is highly specialized hospitals. However, only the first level is registered in details in the present reformatory package.
