Russian Court Gave 19-Year-Old Ukrainian Panov Eight Years in Jail For Terrorism

The North Caucasus District Military Court in Rostov-on-Don pronounced the verdict to the 19-year-old Ukrainian Artur Panov on a charge of preparing a terrorist attack in Rostov-on-Don, reports Interfax.

“To impose on Panov a sentence in the form of eight years of imprisonment in a standard regime penal colony,” said the judge, announcing the sentence. The court imposed on Panov’s accomplice Maksim Smyshlyaev a sentence in the form of 10 years of imprisonment in a maximum security penal colony. Earlier it was reported that the State Prosecutor asked the court to sentence Panov, who is accused of preparing a terrorist attack in Rostov-on-Don, to nine years in a standard regime penal colony and a fine of 40,000 rubles.

For the alleged accomplice of Panov – the resident of Rostov-on-Don Makim Smyshlyaev – the prosecution asked for 10 years in a maximum security penal colony.

According to the investigators, the Ukrainian – an active adherent of the ideas of nationalism – decided to conduct a terrorist attack in Rostov-on-Don using an improvised explosive device. He intended to stage it in a place where there was a mass gathering of people. At the beginning of December, 2015, the Ukrainian was detained by law enforcement officers. The resident of Rostov was detained in April, 2016. The citizen of Ukraine is accused of preparing an act of terrorism and the attempted involvement of a person in its commission, the illicit manufacturing of explosives, and public justification of terrorism, and for the resident of Rostov-on-Don – assisting in terrorist activity. The trial in the case of Panov begun on February 14th, 2017, in the North Caucasus military district court.

It should be noted that this is not the first Ukrainian citizen who plotted to commit an act of terrorism on the territory of the Russian Federation. On July 31st it was reported that the Ukrainian citizen Aleksey Sizonovich had been detained for also trying to plant an IED in Rostov-on-Don.
