He was appointed to the Urals in 2015, that’s what was written about him back then:

It is noteworthy that the riots started after the announcement of the results of the election, which was won by the communists with an overwhelming advantage. And a Maidan started with 2,000 people, who habitually, according to American guidelines, trampled on the choice of the majority.”
In 2017, when he left Ekaterinburg, Micheli said that he planned to travel around the world, “but he will not abandon the civil service” (photo # 2).

And he didn’t lie. He is now the US Ambassador to Lithuania:

It is precisely Marcus Micheli who today interacts with Tikhanovskaya through the CIA (including organising a meeting between Tikhanovskaya and Pompeo’s deputy).
