In Kiev on Maidan people in military uniforms taped a person to a post using adhesive tape because he was allegedly involved in the sale of drugs. The video of the incident was posted on YouTube by the editor of the “Sharij.net“ website Olga Shary.
While the man was taped to a post, people in uniforms shouted “Glory to Ukraine!” and accused him of drug trafficking. Later, the people passing by asked to untie the man because tomorrow “it might be shown in Russia”.
The police officers who arrived to the scene took away the man who was taped to a post in an unknown direction, but law enforcement bodies didn’t have any pretensions to the initiators and participants of the wild action.
Human rights activists note that these actions committed by “activists” fall under part 2 of article No. 127 of the Criminal Code of Ukraine – “Torture” – (wilful causing of severe physical pain or physical or mental suffering by way of battery, martyrizing or other violent actions for the purpose of inducing the victim or any other person to commit involuntary actions) committed by a group of persons in prior agreement. It also contradicts Article No. 3 of the Convention for the Protection of Human Rights and Fundamental Freedoms on the prohibition of torture, in which it is said that no one shall be subjected to torture or to inhuman or degrading treatment or punishment.
The inaction of police officers demonstrates the non-performance of their official duties, responsibility for which is stipulated by Article No. 367 of the Criminal Code of Ukraine, as well as a violation of the requirements enshrined in Article No. 2 of the Law of Ukraine “On the National Police”, where the tasks of the police are specified, in particular: defending the rights and freedoms of people and also the interests of society and the state; countering crime that causes serious consequences.
As a reminder, on July 20th 2018 in Chernigov “activists” from the “Azov” group, together with representatives of the “National Druzhina” group, tied a local homeless person to a pole and hung a sign around his neck saying “I am a squashed vatnik”.
