Unknown persons started to simultaneously graffiti building entrances in several cities of the Donetsk region [the territory occupied by the UAF – ed] with offensive inscriptions allegedly indicating that a “separatist” or “supporter of the Russian world” lives in this or that apartment. Today it is known that such “protest actions” were carried out in Slavyansk, Kramatorsk, and Kurakhovo.

In certain cases the authors of the inscriptions write “Warning No. 1…”, indirectly threatening those who the message is addressed to. It is unknown whether the authors of the “artwork” will follow up their inscriptions with violent acts, but even threats in such a format are a crime that must be investigated and the guilty persons punished.

A number of media outlets link the organisers of the “protest action” with “activists” from known right-wing radical groups, such as National Corpus, C14, and Right Sector. Also, some link the “protest action” with the little-known organisation “Trizub Donbass” [one of many Banderist formation that helps the UAF shell the residents of Donbass – ed].

As of the current moment, law enforcement bodies are yet to comment on the current situation.

Having analysed the situation, the legal team of Uspishna Varta drew the conclusion that the actions of the authors of the “artwork” qualify under Article 161 of the Criminal Code of Ukraine: hidden (indirect) public calls to commit acts that endanger life and human health for a special purpose – inciting national enmity in Ukraine.

As a reminder, according to the results of monitoring carried out by “Uspishna Varta” in 2018, numerous and systematic acts of physical abuse and threats carried out by right-wing radical groups concerning persons and organisations belonging to independent media, political parties, and public organisations possessing an alternative ideology and value paradigm, and also to the religious communities of the Ukrainian Orthodox Church [Moscow Patriarchate – ed] and ethnic minorities (Romanies), were recorded in Ukraine. Information about these facts was sent to the UN at the request of the Special Rapporteur for forms of racism, racial discrimination, xenophobia, and related intolerance for the preparation of a large-scale report.
